Closed Feature: Include SQL Trace script and .tdf in download [310]

Include a script to manage the creation of a server side SQL Trace that captures blocked process reports.
Also include a trace template definition dile (*.tdf) which can be used by profiler as a template for capturing blocked process reports.

Add a set of files and scripts to the project that exercise the stored procedure.
Plan to update the test suite when bugs crop up.

If a tracefile of type FILE called "something.xml" is specified, warn the user that maybe they meant to specify type XMLFILE. Similarly, if a tracefile of type XMLFILE called "something.trc" is specified, warn the user that maybe they meant to specify type FILE.

Handle case where a trace of type TABLE has a .xml or .trc extension too.

sproc modified to match documentation. FILE is the default BRP trace type.
